Preheat the oven to 350 degrees. Use parchment paper or a silpat mat to line a baking sheet.
Mix butter, brown sugar, granulated sugar and powdered sugar in a large mixing bowl or stand mixer until smooth.
Add the vanilla extract, almond extract, egg, and egg yolk to the butter mixture and mix.
Add flour, salt, baking powder, cream of tartar and mix until combined.
Stir in the sprinkles.
Using a 1/4 cup, scoop out 10 equal dough balls.
Roll the dough balls into even balls and place 6 dough balls at a time on prepared baking sheet.
Bake for 10-12 minutes. Remove from oven and let cookies remain on tray to continue cooking for about 10 minutes before transferring them to a cooling rack.
While cookies are cooling, heat white chocolate and oil in a microwave safe bowl in the microwave for 30 seconds at a time. Stir. Heat until completely melted.
Spread about 2 tsp of white chocolate on top of each cookie. Add sprinkles. Top with a frosted circus animal cookie.
