Preheat the oven to 350 degrees. Use parchment paper or a silpat mat to line a baking sheet.
Mix flour, cocoa powder, baking powder and salt in a small bowl and set aside.
Melt the butter and chocolate chips in a saucepan over low-medium heat. Stir continuously until melted. Remove from heat and set aside.
In stand mixer, beat eggs, brown sugar and granulated sugar on high speed for 3-4 minutes until the mixture is light and airy.
*You want to do these next steps by hand. Slowly add in the chocolate and butter mixture to the egg mixture in the mixing bowl and fold together with a spatula. Slowly add in the dry ingredients and continue to fold together with spatula until just combined.
Divide cookie dough into 12 equal sized cookie dough balls and place them on your prepared baking sheet. Put 6 cookies per baking sheet. (This recipe makes BIG cookies, so if you'd like smaller cookies, divide dough into 18 cookies.)
Bake cookies at 350 degrees for 12 minutes (about 10 minutes if you make smaller cookies!).
Remove from oven and let cookies cool on baking sheet for 10 minutes. Remove to cooling rack and let the cookies cool completely.
Make Chocolate Ganache
Add chocolate chips and heavy cream to a small, microwave-safe bowl and microwave for 30 second increments (stir between increments) until completely melted and smooth.
Spoon 1-2 tablespoons of chocolate ganache on top of each brownie cookie and sprinkle with Rainbow Candy Chips.
